Is it normal..to have a new tooth behind the baby tooth?

my child new tooth is coming out in a wrong direction ,and the baby tooth is not wiggly .I tried to wiggle it but it is very strong.I do not know what to do ?one doctor saw him and said it is normal ...I do not know what is normal, I've never seen like that?
