Teen with Stretch marks ! READ THE DETAIL [HELP]!!?

Okay , if a Teen has stretch marks & loses like alot of weight can her belly become tight ? or will it be all you know .. not tight ? your slim but your full of stretch on your belly will it become tight or wiggly ? if you get what i mean .
