Should my son's doctor pull his penis foreskin?

My son and I were at the doctor for his two year check up. She examined his testicles and then she slowly tried to pull back his foreskin. My son was really ticklish and wiggly. After like a minute of struggling she finally pulled it back. She cleaned the tip with a baby wipe. The doctor said she needed to do this because many boys foreskins get ripped and that lead to infection. She said she just wants it to be pulled back right. Now I have to do the same at every diaper change with my ticklish son. Should she have done this? How common is this? How do I stop my son from being ticklish? I also have a one year old son. Should I switch doctors before she does the same to him next year?
