Do they put braces right away after pulling baby teeth?

I really want braces. But the dentist said i still cant because i still have 6 baby tooth at the upper jaw. Some of them are already wiggly, should i get them pulled out? Also, some my molars at the lower jaw are still growing. How do i get braces right away with this situation? Btw, im 12.
